accessible on smartcities-infosystem.eu/insmart insmart is a three year, european funded project which involves four european cities working in partnership towards a sustainable energy future. the project started in december 2013 and will last for three years. the insmart project brings together cities, scientific and industrial organizations in order to implement a comprehensive model for enhancing sustainable planning addressing the current and future city energy needs through an integrative and multidisciplinary planning approach. this approach will identify the optimum mix of short, medium and long term measures for a sustainable energy future, addressing the efficiency of energy flows across various city sectors with regards to economic, environmental and social criteria and paving the way towards actual implementation of priority actions. extensive technical expertise and specialized tools and models will be used to create a platform for implementation of the project idea. each city’s energy system will be analysed, covering all relevant sectors and a comprehensive gis energy database is to be developed. apart from being a valuable planning tool the gis database will inform and be linked to the times planning model. this model will be used to analyse the cost-optimal mix of measures required to meet sustainable energy targets taking into account exogenous parameters (e.g. environmental targets, city expansion). these measures will be further assessed with respect to non-technical criteria using a multi-criteria decision making method (promiτhee) that will address economic, environmental as well as social issues. the primary objective of the insmart project is to develop sustainable energy action plans for each partner city. a mix of sustainable energy measures to improve the energy efficiency of each partner city will be identified through the use of specialised tools and models. each city’s energy system will be analysed and this will cover the following relevant sectors: energy consumption of residential sector fuel consumption from transport energy consumption of water pumping stations analysis of energy used in waste collection and treatment processes energy consumption for municipal urban spaces street lighting district heating networks a detailed economic analysis of the mid-term measures identified through this two stage optimisation procedure will be undertaken, identifying all relevant investment indicators. finally, a detailed, realistic and applicable mid-term implementation plan will be developed to describe the necessary steps, required resources and monitoring procedures for each city. the approach will be used on the four city partners, all actively involved in developing a more sustainable energy system. further on, the proposed approach will be replicable in other cities with sustainability target. the four cities working together are evora in portugal, cesena in italy, nottingham in the united times. este modelo será utilizado para analisar o mix custo-eficaz de medidas necessárias para cumprir as metas de energia sustentável, tendo em conta parâmetros definidos exogenamente (e.g. metas ambientais, expansão da cidade). estas medidas serão posteriormente avaliadas relativamente a critérios não técnicos usando uma metodologia de análise multicritério (promiτhee), que irá integrar questões económicas e ambientais com sociais. o objetivo principal do projeto insmart é portanto desenvolver planos de ação de energia sustentável ​​para cada uma das cidade parceiras. a combinação de medidas de energia sustentável com vista a melhorar a eficiência energética de cada cidade será identificada através do uso de ferramentas e modelos especializados. os sistemas energéticos de cada
